Lib JAVA or ColdFusion, reading of questionnaires, OCR

I need an android app to We need a java lib to be developed, for OCR processing of PDF files of questionnaires.
Processing should:
- check the orientation of the file, rotating it 90 or 180 degrees if necessary
- adjust the orientation of the file, if the file is not correctly aligned, the API must correct the files, up to 30 degrees of distortion
- for processing, the API must convert the file to Black and White, with a configurable value, which must be defined in the constructor in the API.
- the processing must generate a second file with the markings of the items that were located and marking with rectangles the information read in the file.
About the Archive:
- The file has a QRcode and 3 squares in its corners, which serve to signal the API if the file is complete, being also used for file alignment.

- About the questions:
- The number and type of questions can be varied, the API must adapt to different file configurations.
- we can have two types of questions
- Multiple choice
- in this type we can have 0 to N marked responses.
- Dissertation
- In this type the API must end its area to return an image with the clipping of this question.
About tests and validations:
A java interface must be made available for tests with uploading files and a text field for sending files in base64, returning the json with the processing result.
- A collection with 20 files will be made available for testing and development
- During the approval phase we will carry out tests with two batches:
- 1st Batch 100 files
- 2nd Batch 200 files

The final phase of the project foresees the integration of the developed lib with the final application, in which the developer must provide the necessary assistance for the integration.be built, for a proof of concept, for a quiz application, I need the app and the brackgroud software to support the app
