Java Spring MVC Expert

I have restaurant reservations app which uses java spring mvc 2.3.1 as backend application for geting data using rest api from Oracle db..
the system worked well, but it becomes more slower, especially,when we added more data in the database, and the rest api response time becomes so long.
what we needs?
expert in Java Spring MVC and rest api to do the following:
- analysis backend application, find the the issue which makes the rest api response takes so long time.
- suggest the best solution to fix this issue.
- give us the estimation time for correcting the Problems.
for freelancer who want to bid in, must have experience in (at least)
1- spring mvc with boot strap.
2- rest api
3- spring jpa
please, dont bid ,if you don't have experience in what we mentioned before( for saving our and your times).
