Java Spring Application to parse JSON and Strore in DB

Hi - I am looking for someone to help to create a Java Spring Application to do following activity:
1) The application needs to parse data provided in JSON.
2) The application needs to save Data after running certain validation rules.(The Rules will be provided in document)
3) The application needs to exclude the files which it has already executed.
4) The application is required to read the file from local machine, and process.
5) The local location will contain multiple files, system has to process all the files in sequential manner.

We are expected to use Java, Spring and Hibernates
