Java 8 Rules engine microservice in Springboot

Hi
I need an expert in Java 8 and above to work with me based on requirements. This is an ongoing request.
I need a rules service (micorservice) that can apply given rules to an XML document.
A service or system that can help users to create rules in an easy way
I need integration with oracle to persist rules to mongo db
I need integration into another application.
Knowledge of Drools and or Redhat decision manager tools may be applied
