JAPANESE CSV File Auto Downloaded 3 times a day - GUI

We need a Japanese CSV file downloaded 3 times a day.
We need the file sent to our server via FTP or API.
Scheduler is required to be incorporated.
I prefer to have a GUI with feedback about the
1. Access to target site.
2. Activity of the system for feedback with messages . Such as "CSV File downloaded at 12:30pm", "CSV File sent to server at 12:31pm".
Java or your preferred language that will run on windows with a GUI on windows 24/7.
If you want to use Python or something, then explain the Compiled version and how you will do it. We MUST have an Windows .EXE file compiled to run on any PC.
You will only have access to the Japanese website over ANYDESK. No VPN.
