Implement TLS 1.2/1.3 into mail module of web based CRM, Java

We are searching for a new developer team to do changes in an existing web based CRM system. The CRM is written in Java and uses Java Script, MySql and Bootstrap. Currently it is using JBoss 5.1 and MySQL 5.1.
Our main focus on new developers are reliability and technical knowledge. They have to become familiar with an existing system very quickly. We are thinking about a small team, but if a solo developer fullfills the requirements it could be also a solution for us.
In general we are searching for a long term relationship in order to do the continous enhancements. Nevertheless the first change to do is: the CRM system includes a web mail module. This module still uses TLS 1.0, which is not supported any longer by some mail providers. Because of this we have to enhance to TLS 1..2 / 1.3.
