Image Changing Mobile Software

I need a Programmer that can work on a patent pending software project. This is related to images that change. The engine/software would be integrated into a mobile app that you would develop. This will be programmed in several phases. The first is developing the engine to detect the changes in the photos taken from mobile phones Android and/or Apple and building the mobile app around this. This would include a slider tool to increase or decrease the sensitivity of the changes. Then the output of the changes can be saved by the user.

The second phase is to incorporate enhancements and the third phase is to implement the engine for licensing agreements with major companies. Orginally, this was posted on Freelancer under a different account, now with a better description. I am physically in Thailand now, but I reside in Hong Kong and work there and the Philippines.
