Functional Test for a project

We have two applications. we'll attempt to provide more business functions to Marketing agencies and freelancers.
To support these applications, analytics, automatic posting to platforms, scheduling, approvals etc... is a distributed system with many moving parts, all in AWS cloud, most are EC2 java services.
So there are projects to do, both new functionality as well as refactoring existing systems for scale.
Test and automation work is needed throughout our system, and will go on for a long time.
We need to develop a strategy, roadmap, framework, and training - as well as writing tests themselves and working with others to ensure they're automated and running in our CI/CD environments.
