As an IoT enthusiast, I'm seeking a seasoned Eclipse Mosquitto engineer to set up user authentication on our own Mosquito server. The task is simple and purely related to configuration. You'll be required to create user credentials and bind them to corresponding client IDs and topics.

Key Requirements:
- Establish User Authentication: Your primary task will be creating and managing username and password combinations on our Eclipse Mosquitto server.
- Client Identification: Ensure that every user is properly bound to their respective client ID and topic for our IoT system.
