As a product owner, I would like our PAPI processes to be separated so that each one can scale independently
Acceptance Criteria
Webhooks should be separated from pi and pi-priority tasks into their own task (move alert worker here too?)
Background scans should be separated the from pi task
The email worker should be separated the from pi task
The removal worker should be split into its separate parts (opt-out, confirm, verify)
Launch templates, ASGs, Tasks, Clusters, CW alarms and scaling events should be set up for the new structure where applicable
The above changes will apply to all environments
