Develope an application/service

To developed an application/service that will run on our local office machine. The application shall use the API .net or Java from Digipost to Fetch receive /documents (PDF's also XML) from a remote mailbox/database (Digipost) and automatically transfer to local machine (Get documents in inbox) Preferably make a GUI for the office workers to manage import/export and send encrypted each day to an email address automatically.
