Develop privacy preservation spatial query system

I am looking for a skilled developer who can create a privacy preservation spatial query system using Fully homomorphic encryption (FHE). The system will be handling geographical data and its main purpose will be to protect sensitive data will use FHE to encrypt data also will use third party which is semi honest such as cloud service provider (CSP). I require a high level of technical complexity, so an advanced level of expertise is necessary for this project.
