Design an app in java or kotlin

Programming expert needed for app design in either java or kotlin (pref java ).

I will provide requirements and need:

1.Prototype
2.Finished product fully functional (code)
3.Pdf reoprt discusses how the project was completed including use case diagrams.
4. Test plan includes test scenarios and how the code was tested.
