Creating and launching a private stablecoin on the best blockchain possible

Hi,
I'd need to create and launch a stablecoin like USDT and contacting some exchange platform in order for them to integrate our coin there.
Also, it is important that this stablecoin can interact with a JAVA platform that is outside any blockchain, and it has to be the only and exclusive blockchain coin that can be integrated with a specific JAVA app, via REST API or any other technology that allows this stablecoin to be sent (any amount) outside the blockchains with 1 click if possinle.
For example:
I have 4556 USDT-like (1 USDT : 1 USD as you know) and I have to find in any blockchain coins' exchange or inside any online wallet website where I have a blockchain wallet, a button that says: sell USDT to buy "Amazon Goods and services". Look, the "Amazon goods and Services" is our JAVA platform.
So the user see offers in any exchange, for example BUY "Amazon goods and sevices CARds", and when the user buy those cards by selling his/her USDT to the card offer creator, the USDT become a reserve of blockchain coins in our own blockchain wallet, and the JAVA marketplace app (like Amazon or similar) creates the same USDT value putted in reserve on a dedicated wallet of our ownership, and then creates the same value in coins but in private a unit of count based on JAVA, so outside the blockchains.
In this case the reserve of USDT-like coins remains on our own created new blockchain, and in the JAVA app we create a new unit of count for the same value of the USDT-like reserve living in the blockchain.
Of course I will not call the new blockchain coin USDT, it is already taken that name, but with another name, anyway the principles of working in the blockchains must be the same of USDT.
Please write 4456xps in your reply for me to understand you understood and you have (or your team) the skills to compete with USDT coin, also in the launching phase of the coin. You also have to be, or have, serious JAVA experts able to hack JAVA platforms or to create a JAVA marketplace and trading platform from scratch if necessary.
Also, Wordpress plugins' integrations can be very useful to spread the new coin faster
