Create an algorithm to help predict the result of horse races -- 2

There's a race course that GPS track the horses each race producing data every 200m (speed, distance, position etc.) and I want to use the 3+ yrs of data that I have to create an algorithm that will help predict the probability of the race. This will require you to watch a lot of horse races and understand how they are run.
