Create a Java Project/Program

I am looking to have a Java Program created. Specifically, a command line program. I have some specific requirements for this project, so I need someone who is experienced in software programming to create it for me. I do not have any existing code to use as a starting point, so the programmer would need to start the project from scratch. Basically, I need to create a Java Program that can parse graphs in DOT format, manipulate those graphs (for eg. add edges, nodes, etc.), and then output these graphs in DOT format and graphics.
