Convert code from Java to Swift to run on ipad

We have a small program written in Java and html. Basically it brings up a homepage, then depending on what button you click on, it takes you to one of 18 png images. The Java determines where you're going, the html is there to animate between the pages.

We want to run this on ipads and obviously Java won't run on the ipads. We can run it from Safari and some of it works and some of it doesn't. We obviously want it all to work like the desktop experience.

We would like it to run locally, so that if a sales rep is in the bottom of a shopping center with no internet, it will still work.

Ideally looking for someone to;
1. Rewrite the code into the most suited code for speed.
2. Package it all up into an APP that can be run locally with no Internet.
3. Either send it to us for distribution via our MDM or provide the app for our staff in another way

The app will only be used for about 3-6 months by our sales team.
