Convert Excel to XML

A Java Utility Software's output file is .xml type. Through the java utility we can generate only one single xml output file at a time. We need to recreate the java utility input data headers in rows in excel alongwith rules & exceptions and then generate the same output xml file through excel. Furhther, can we input serially 'n' number of datasets in columns in excel and generate generate bulk xml files. The link to the Java utility is below:

I am uploading two sample output files in .xml format namely 15CA & 15CB. From the above link, two java utility software need to be downloaded namely Form 15CA & Form 15CB.
