Constraint Programming - Schedule Job Order for Tool

We want to plan and optimize the schedule for our production tool. Therefore we are planning to use Optaplanner as an open source software and want a java developer with experience on this planning engine. The solution and software is only for the backend.
The entity domain is not very complex but there are some difficult constraints to solve.

So your job is to (re)define the current domain for optaplanner, configure optaplanner and implement first constraints for solution finding. (Unit tests would be nice, optaplanner got good methods to write tests).
