Caller ID routing Twilio or Ringcentral

I'm looking for help with routing incoming calls based on caller ID in either Twilio or RingCentral. The program would look at the caller's phone number, look it up on a table, and route the caller accordingly such as described here:

Developer must be physically located in the US.
