Bulk Telegram Contacts Import

I'm looking for a professional who can help me import contacts into Telegram in bulk from a CSV file. The file contains names and phone numbers.

The ideal candidate for this project should:
- Have experience with Telegram and understand its policies regarding bulk contacts.
- Be proficient in handling CSV files and importing contacts from them.
- Have the technical know-how to develop or use an existing tool to facilitate this process.

Please note that I do not have an existing Telegram bot to handle this task, so part of the project will involve finding a suitable solution.
