Building a decision engine app in Java Sprint boot using Weka library

Build a a Java Sprint boot application with React JS front end.
The application is for dynamically creating decision engine using Weka library data provided by the user. The decision models needs to provide suitable next best action for the given input based on the event occurred.
Creating the model
Step 1: User will upload an excel sheet with the data for training and creating the model.
Step 2: User will choose which columns are the input and which column is the event and which column is the output.
Step 3: User will complete the process and a model will be created and model id will be available under the user account.
Using the model
Step 1: User will call the REST API passing the model id, input data and the event occurred
Step 2: Model will response with the next best action and the new state
Step 3: The usage of the models needs to be recorded for billing purposes
Think of this as a state machine where the case / item is transferred from one state to another based on given action. The backend needs to build in Spring Boot and provide API for the front end application which needs to be build in React JS. I don't want to use any front end styling library but only custom made minimal style.
As I had such a bad experiences with incomplete projects here, I don't want to have smaller milestones paid out, but the first milestone needs to be end to end working demo with basic ui and fully working back. Second milestone will be enhanced front end with style.
When you submit proposal you will have to also brief the approach you will take to implement this project. I will not consider proposals with generic template responses.
