Build an interactive pie chart tool

I'm doing a research project that requires data visualisation for a presentation. I'd like to create an interactive, web based tool to visualise information from the attached spreadsheets. I've attached a mockup user interface, but this is modifiable. The data is information about number of operations completed at different hospitals, I've attached a spreadsheet with mock data. I'd like to be able to use the tool to directly compare the mix of operative types between different hospitals, on pie charts or as a table. As seen in the mockup, the first view is the example of what it would be like to see one pie chart, the data source is selected first (there are two different sources of information, 'trainee 1 or 'all registrars') followed by the view (pie chart or table). On the left side there is the option to choose one of the hospitals - if one is chosen, one pie chart should display like is seen in the first frame, with percentage labeled wedges, and a summary table below. If two hospitals are chosen (frame 2), I'd like it to display a side by side pie chart for comparison. Note not all sites have done all operations, if this is the case they don't need to be included in the pie chart, but the number of operation being 0 should be seen in the table underneath.
In the third picture there is the example of what would happen if the data source registrar 1 was chosen, with the option to view this as a table. If viewed as a table I'd like the ability to view the data as per average number of operations (this is the current format of the data) or click to change to view it as a percentage of operations from that site (for example if a site did 10 carotid surgeries, and 190 other surgeries, clicking percentage would show 5%, but clicking number would show 10). This would then be able to be sorted by the user to find out which sites did the most 'carotid surgery', or alternatively could be sorted to see which site did the highest percentage of 'carotid surgery'. I'd like the user to be able to filter and see a select number of the hospitals in a custom table.

I'd like the tool to be fully interactive so the user can compare hospitals, and go backwards and forwards between graph or table view.

I have a domain that I could potentially host this tool at, it would be great if it could also be embeddable in a powerpoint slide for a presentation. The ability for it to be viewable on mobile would also be good.
