Build a booking platform

Hello all,
We are looking for an experienced web developer to build a booking platform. The project concerns to back-end, front-end development of web and also the final test(we will need the app also in the near future). Developer must have enough knowledge of booking system.
We are not sure about the programming language yet. That's why I would like to hear your advice. Which one should we choose? Java, Python or php Laravel?
Website will be multilingual (2 languages).
There will be 5 types of users in the site, those will be:
1. Super Admin Mode
2. Administrative Mode
3. Salon Vendor Mode
4. Staff Mode
5. Client/User Mode
