Build a android app -- 2

I am looking for a component developer who can build a zoom camera app such as the below link. You do not need to build a complete app but you must be able to do the same zoom functionality. Because that sample app is able to zoom more than default cameras and we need the same thing.
Note: If you are thinking you can handle and build that kind of app then you must come with some library or reasonable structure to us. Then we will check those libraries or your way and decide it. Because; some freelancers are not responsible for what they are saying. So, we must be sure before going to work with anyone.
