Build an Automatic Telegram Message Bot

Hello all,

I need someone to develop an automatic Telegram Message Bot:
- The messages are "triggered" if X rules are met;
***Some days, these rules can be triggered many times, other days, the rules may not be triggered at all;
- The Telegram Channel, will be connected with an API;
***These rules can be triggered anytime so the API will receive many requests.
- The text messages should be randomly created, with one of the phrases I will give.
- More details will be given after.

Apart from these automatic messages, there are also messages that can be added manually, by one or more different users.
