Bidding Webapplication

I am looking for a talented development partner to build a bidding web application for me. My application needs to include the ability to register and log on users, list projects, allow for bidding, and have a chat window. I don't have a specific design or layout in mind but am open to suggestions that development partners can provide. I need this application to be completed within 15 days.
