Android Launcher Application -- 2

We have a Android device and we need a launcher which automatically open when device restart and there would be default app inside that launcher in which we have following features to display ads. accroding to time slots. Ads type are written below.

1. Text ads
2. Video ads
3. Image ads
4. In absence of ads we will display { Time, Date, Pollution Level, Temprature etc}

and we need admin module to do following task
1. Manage ads
2. Schedule ads
3. Remove Ads
4. Update ads

This is for digital video ads . we need an android developer not a company. we will help with backend api's .
You need to make admin app and the launcher.
