I need a highly reliable program that can perform several specific tasks:

1. Collecting free zip codes
- Not just any zip codes though. I need information about the city and state each zip code belongs to.
- I'm also interested in the number of free zip codes are in each city
- And I need a list of all zip codes in a specific state.

2. Registering these zip codes for delivery on Amazon.

Skills & Experience:
The right coder for this job should have extensive experience working with zip codes and Amazon API. Familiarity with web scraping might also be beneficial, depending on your implementation strategy. Proficiency in English and Russian would be appreciated but is not mandatory.
