Hybrid Cloud Load Balancing -- 2

I'm looking for an expert to provide architectural recommendations to handle heavy load (bursting) scenario for REST APIs , real time event process and Spring Batch process in Hybrid model. The application might be running on-premises on Virtual machines. Based on the load/traffic it sees, the switch needs to happen to Google cloud. Usage of Data flow is must for batch processing.

Need clear architectural deck which talks about various options of handling heavy loading scenarios.
