Writing a document that propose a governance of an e-service

Hi, I would like an ITIL expert to write a document to propose a governance for developing and operating an electronic service (e-service). This document should resolve the issues between my department which is PMO department and the IT department that claims they are the owner of all e-service at our organisation. This document should support our right the be the owner of this e-service.
