I need an experienced programmer in IOS and Android to make an app for me

The concept is an app that pays the user to use it. About 5 years back i had gotten someone to make the app for ios, i still have the xcode files with all the code they are outdated though and wont run on current xcode updates. I want to rewrite the code into java for android as well as update it and add some new features. I need someone that has knowledge in ads, this app will only run on ad revenue but it also pays the user so i need someone that can help me plan out a profitable plan but with keeping user experience high. - On average how much do video ads pay out in ad revenue?
