I need an APP publisher

My application is ready to be published. But I am facing an issue with the ID verification in google play store and Apple store. I am living in the North side of Cyprus so when I use my bank card to pay the developer fee. My IP address is showing Turkey.. and when I submit my residence permit ID to be verified.. they consider it as Cyprus. So the process is getting denied.. I have been stuck in this process for months now. and I dont know how to solve this..
can someone help?
