Vlog video app for Ios and Android

We're looking for an experienced app developer, who will create an app for us from sctratch.
Both iOS and Android for the budget price.
The app should be pretty easy and simple to build.
The budget includes:
-Entire coding + providing of source code
-Entire graphics made by you
-Sound effects
-Entire U.I
-Both apps uploaded to App store and Google Play by you
-Ads set up by you
-The option to remove ads for xx amount of money
-The app must have the option to capture video on each phone
The app in a nuthsell explanation:
We're in a need for the app, that captures a video within the app, you shall not be able to upload your own video footage to the app.
The maximum length of the video footage made in the app will be: 14 seconds.
I'm attaching a video as an example of the app we will need.
The video made in the app will basically consist of 4 video footages ( each is 3 seconds long but the last footage is 5 seconds long and slowed down for the last 2 additional seconds and faded away , the footage will get darker ) captured from the app and put TOGETHER, each footage will have a nice transition ( check the example in the attachment ).
There will be 10 options to choose a different transition. Like zoom in, zoom out, fade in/out etc...
There will also be music added to the app. I would suggest any royalty free music library to choose from ( We can talk about this to find the best solution ).
The person has the option to save the footage to their phone. Or share it direcltly to Instagram/facebook etc...
There will be 2 options to capture the video. Portrait mode and landscape mode. Before each video capture, the person will be asked whether they want portrait or landscape mode.
The entire app and UI though is in the portrait mode and can not be litled to the landscape mode. Only the video capture mode will have the U.I adjusted to the landscape orientation.
After choosing the orientation, there will be a list of all the effects that person can choose, I am also providing the entire example how it should look like ( similiar to it ), in the attachment ( Example of the app capture ) It is basically native capturing mode for Xiaomi mobile phones, called " Vlog ".
After the person captures the video ( that is 14s long ), there will be our logo animation displayed for another 1 second.
The app will be FREE. There will be an option to remove ads for xx amount of money. As well as our logo will be removed from the end of the footage if the person " removes ads ".
Lastly: there will be 10 options for video capture and each of them has it's own music attached to it. So the music can not be choosed, it is predetermined for each effect- just making clear.
The budget covers all the points above. We're looking for someone experienced who's willing to create this app for both platforms for smaller budget. Because we'll be making a lot of updates and want to work long term.
