Uber API Swift Deep Link SME Help

We are in the process of developing an iOS app with SWIFT and need help with Uber API setup.
CONTEXT: We have an API with 50,000 restaurant US locations. Location services is enabled to provide menus restaurant results based on app user's current location. We need to add the Uber function that posts for each restaurant location the Uber price to transport user to the restaurant they are currently viewing. User can select link in on the unique menu page to open their Uber APP. The restaurant location would already to in the Uber app and ride would be underway. We think this functionality is Uber Deep Links.
ISSUE: Having issues with the Uber Documentation and scoping it appears. This may be a quick job to get us our Swift developer back on track. The error we keep getting is "Your application currently does not have access to any scopes. Please contact your Uber Business Development representative or Uber point of contact to request access." But we cannot find a way to contact a bus develop rep.
