URGENT JOB - Tiny notification app

We need a VERY basic (but slick) app for Android and iOS that our followers/members can install which will literally only be used for us to send them a notification each time we add a new competition or post to our Facebook page. We will develop this much further in the future but for now it is as simple an app as they come and ios very urgent.
