Tinder-like Dating app (iOS and Android) that pays people to go on a date

I want a dating app like Tinder with all of the basic functionalities. The distinct feature of this app is to make it possible for a potential suitor to pay the dating interest a fixed amount of money to go out on a date with them. The payment will be deducted and held in escrow - similar to how Uber deducts from your account and pays the driver (after commissions) at the end of a trip. The app should feature all the workflows and APIs to make this happen - including firebase synch, cloud DB, notifications, payment functionality, etc.

The app will also feature a ratings/review functionality - where prospective daters can view the review of people they're interested in.
