Send message from PWA on Safari on iPhone to another Pwa on another iPhone

Safari and iOS dos not allow push notification. I want to send a message from one iPhone Pwa to another iPhone Pwa. Must make a test website with Pwa so I can open in Safari on my IPad and add to homescreen. Then it should be possible to send me a message and the Pwa and website will open and show me the message. Think it will be possible to use webrtc or other metod.
