Phone App with additional web-browser views. (communication)

We are having multiple problems arise out of utilizing Facebook/Messenger for communicating with our customers. We want a phone app that allows our customers to see status updates and have a chat function. I am attaching detailed draft. The key concept is that there are 2 communication panes: one for staff to put status updates that customers can read only and another for customers to chat with staff and staff with each other. When a customer sends a message, it should remain unread until a staff has replied rather than on simply being clicked on. Note: we have staff in multiple countries. Needs to support Myanmar fonts.
