IOS APP for latest version of IOS

The app should work like a time sheet. every employee writes a time sheet after each job and after he has written the time sheet, should this time sheet be signed and a PDF file created from it. This pdf file should then be automatically sent to the email address from the company.
I can show the format of the timesheet in detail. And this app should work for Ipad pro 11 3.gen.
