Hybrid mobile application development and deployment

I am looking for some one who can help me 'Develop' and 'Deploy' a hybrid mobile application on Google Playstore and iOS app store.
L1 Project Brief
1. Hybrid app - writing source code + deployment to google playstore / iOS app store
2. Using Flutter / Ionic
3. Backend to be set up in AWS Cognito (for user management) and Lamdbda functions.
4. Backend APIs will be provided.
5. App would be basic 10-15 screens. Specs would be given.
L2 Project Details:
The purpose of the app is "reward" users for "posting about certain types of activities" they perform. The app will need to have 4 modules:
A. Activity management
a. Allow the user to submit "one activity" per location per day
b. The activity will consist of a two things - photo (no gallery upload, only via device camera) and a location (allow user to search nearby entities on google within 1 km based on their current location)
c. Allow admins to approve/verify these (this can be on a web page or done via backend)
d. Show history of all the posts under their profile and points earned
B. Rewards management
a. Show options/rewards they can use their profile points to purchase
b. Each reward listing will have a photo, and a few parameters like description, expiry date and a button to purchase
c. All previously purchased rewards by the user - with same reward listing details + redemption method field
C. Basic user management
a. All users to sign up and login via email (or using social media connect, google, facebook) and phone number
b. forgot password, account unlock functionality
D. Basic content management system
a. A feed of posts, articles and other content from the app team (for example: You have earned 'xx reward' etc.
b. Other users' activity posts, etc.
Based on the above detail, could you help me understand
1. One or two relevant applications you have built (best if they are of similar nature)
2. Time estimate for development and deployment
3. Budget
Note that certain details (e.g. what activity will user post about) have been kept confidential for protecting the concept. Once shortlisted, as next steps, we would be sharing L3 details i.e. mock up of screens and detailed requirement, user flow with select developers.
