Customized keyboard (with word prediction capability) for iOS

I am looking for someone to build me a custom keyboard for an iPad mini. To get an idea of what is required, see the attached keyboard layout currently in use (File #1). The new layout will however be somewhat different, but identical to what is shown in the second attachment (File #2). Note that the new layout will have the ability to toggle between two pages - one that is focused on letters of the alphabet, and another that is focused on numbers/math. The designed keyboard MUST be able to use the word and sentence prediction capability of the app being used (Gmail, iMessage, Google Docs etc). The ability to use text to speech provided by iOS or the app, must also exist. Essentially, the word should get spoken out as it is typed.
