Custom iOS app for delivery tracking

I own meat business .we deliver fresh meat to retail customers.we currently use paper form to get retail customers sign of what product they receive & get them to sign for it & also have them their copy of bill sign & we keep that in record .
I want to eliminate the paper work .i want iOS app designed where we can get customers to sign what they receive & store image of their bill in cloud .
In the app I want to be able to create new customers.able to search old records etc.the app should be secured & should have limited access to employees & full control for the admin.
It should also have option to email receipt to customers when delivery done .
