Create an icon app - Flutter

Task:
I need someone to create a small app similar to that one: https://apps.apple.com/us/app/handy-icon-widget-themes/id1595736086
Purpose:
I need my people to be able to upload and install icons on their device without having to use the complicated shortcuts app. (Uploading icons to iphone is too complicated using shortcuts app).
I should be able to upload icons via the app in one single click.
App will be free to use and i need a small banner to upload a ad banner that can be closed on a tap.
Device: IPhone, Android, Tablet/Ipad
Important:
I am not a programmer so i will need help to submit it to apple store.
Please note:
Freelancer suggest us, clients, to work with a freelancer 1-on-1 and only pay them when you're happy with the completed work. I would like to follow this advice.
