Create a Racing iPhone game (CCars)

Hi, I am looking for someone to create me a racing iPhone game. You will receive all the data (Functional specification). We will provide graphics, you are responsible for programming. Programming must be made in Swift, but if you want you can propose some other programming language (because later we will require also the Android version of the game).
We will pay in milestones, so when you reach one milestone (for example - program just the basic movement of the car, when it is successful we pay you for the first milestone and we continue with the next stage).
After every milestone and after we pay, you provide us with the source code (we had bad experience with programers that made us the game to 80% and didn't provide us with the source code and disappeared).
Please make a bid in 1500 USD but we will send you all the requirements where you can check and let us know what your quotation will really be.
