Build me a spot healing brush for iOS with Swift 5+

I'm looking for an iOS Developer(Swift 5+) who will be able to make a feature that allows a user to remove an object from an image by just rubbing on the object that the user wants to remove. This feature must work offline and cannot be connected to any API. It must be performed on the users device. To elaborate more on this feature, it should be able to remove blemishes or pimples from a users face, it should be able to remove an unwanted person, tree, building car etc. This feature is also know as inpainting/spot healing brush/object remoal.
