Build a social media app

I'm looking for a professional organization that will deliver an social media application with a feature set similar to Instragram. Looking for Android and ios apps release in the same timeline. The design of the application shall be unique, some of the main features are ;

- Explore function
- Post a story
- Profile page
- Geo tagging, maps integration
- Multi-language
- Translation on texts (Post description, etc)
- Tag people on photos, comment on photos and stories
- Ability to creat hastags and search by hashtags
- Follow people/ Unfollow people
- Private or Public profiles
- Integration with Google, Facebook and Instagram for login and signup process
- Different Profile types for private person or an organization (company,etc)
- Live stream , ability to invite up to 4 people into the live stream.
- Filters/edit function on photo/video before posting

The application should have a solid architecture that is following best practices.It should also allow application to scale on demand(potentially cloud deployment on server side). Expectations from the developer are ;

-UI/UX design (mock ups)
-Development of the application
-Integration Testing
-Documentation (architecture)
- Submission to appstores and follow up on any additional requests

Experience
- Demostrable experience in building a social media app
- Able to provide testimonials and references
- Have experience mobile apps scalability
- Good to have an NDA signed to continue conversation.

I'm willing to work with a fixed scope/ budget agreement.Would like the app to be delivered in increments (every 2-4 weeks) so that I can track the progress.
