Build a mobile application to have mentor about different subjects

I need to create a mobile application where people could request a temporary mentoring about specific subject. For example: "I am a web developer but I do not know how to create a shopping kart in php then me as customer of the web site I need to search for a mentor how can help me with my problem, but I need to be registered on the website if I need the service".
So, I need too that people could register as mentor or mentee and this informatio must be avaliable in order that poeple could search for a mentor or mentee.
I need to add payment method like bank account transfer, paypal.
Mentees need to pay to 80% to the mentor and 20% if the problem was solved succesfully.
I need the app to send notifications when the payment is processing, complete.
