Build mobile app or web app for Instagram for gaining Foll0wers

I am looking for someone who can create mobile app, or web app for Instagram. We are open for any suggestions. App will work simple, and its will be used for gaining Instagram foll0wers. When someone login with Instagram username and password he will see other accounts and two options to like their photo or to follow them. Doing that they will earn credits for them self. For example if they follow 10 accounts they will be shown to others 5 times and get follow back. There is too many apps like this on internet just check Gain Real Foll0wers, etc. There is also some open source code for this app, you can check yourself, I don't need it to be custom made. Also I want to have some control over the app. I will have premium customers who just want to get foll0wers, they don't need to follow anybody or to do anything. I just need to add them manually on list where everybody will follow them. Also I want to do some limits for users, for example everybody can like 50 photos and follow 50 accounts per day to avoid to be banned by Instagram. As I did mention it can be App for Android and iOS, or Website app. If this app request to be verified by Facebook developer tool we can do that, I just need guide. I am open for any advice and idea. Also we can discuss about budget.
