Build me a mobile app game

I want to build an ACTION mobile app game for both android and ios platform such that the player will be able to choose which enemy to kill. First, he will choose a soldier from a list of soldiers, then he will choose his enemies, whether he will kill zombies, or other enemy soldiers or aliens or evil spirits. The game, will have levels 1 to 20 and after each level, the player will be rewarded with points and afterwards, the points will be converted to $$$ which he may choose to withdraw using any option
